Building on the foundation established during the creation of a Special Purpose Entity (SPE), the next phase of the lifecycle focuses on execution, transparency, and accountability. The Contribution Efficiency Framework (CEF) provides a comprehensive approach to ensure that funded SPEs deliver on their commitments through structured milestone setting, community engagement, and detailed reporting. This framework serves as a guide for the ongoing responsibilities and standards SPEs must uphold to drive impactful contributions and align with Livepeer’s mission. 🏛GovWorks provide support in order to keep track of their progress, efficiently communicate with the Livepeer community and seek for expertise when challenges arise.

🚢Onboarding

The onboarding process for Special Purpose Entities (SPEs) begins with a kickoff meeting between SPE leaders and 🏛GovWorks to establish expectations, introduce reporting processes, cadence and timelines. Following this, SPEs are registered in the Governance Hub SPE Dashboard, enabling transparent tracking and communication. Progress and deliverables should be set as milestones, defined using the SMART criteria —Specific, Measurable, Achievable, Relevant, and Time-bound—ensuring clarity and focus. Deliverables and metrics are clearly outlined to measure progress and success, and all milestones are reviewed by GovWorks before the work begins.

👨‍👩‍👦‍👦Community Engagement

SPEs must actively engage with the Livepeer community throughout the project lifecycle posting regular Forum updates, participating in Community Calls and presenting progress during Livepeer Treasury Talks or other governance calls, providing an opportunity for real-time community feedback. Minimum engagement requirements for SPEs include one quarterly presentation for the community in Treasury Talks. GovWorks will coordinate the best date for this presentation with SPE Leaders. 📑Reporting

Reporting SPE progress allows the community to be informed about achievements within the ecosystem and timely identification and addressing of challenges SPEs are facing during the funding period. SPE operators will coordinate with 🏛GovWorks for adequate content and formatting of progress report. Minimum requirements for SPEs progress reports include a monthly report, published in the Livepeer Forum and linked in the specific SPE Dashboard SPE page. The timing for delivery of the monthly report will usually coincide with the date of the Treasury Talk. Upon completion of the project, SPEs are required to submit a Final Report that provides a comprehensive overview of their work, detailing the goals achieved, final deliverables and overall impact on the Livepeer ecosystem; a Financial Summary, presenting a transparent account of total funds used, any unspent funds, and how they will be returned or rolled over for future initiatives; and lastly any insights and feedback gained during the SPE’s lifecycle to inform and improve future initiatives.

🔮Transparency and Accessibility

All reports and updates must be Publicly Accessible, Posted in the Livepeer Forum to ensure easy access by the community and then linked in each SPE’s tab in the SPE Dashboard. The wording in these reports have to be clear and concise, avoiding excessive technical jargon while remaining detailed and accurate. Moreover, a good report will facilitate data visualization with metrics, charts, or visuals to provide clarity on progress and impact. GovWorks will support SPEs to deliver the Final Report by reviewing and advising on its content and format.
